The second clause of 8.2.3 and the second clause of 8.7.1 of the DL5153-2014 Technical Regulations for the Design of Power Supply for Large Thermal Power Plants state that low-voltage feeders and motors below 100KW should use phase-to-phase short-circuit protection as grounding protection. When the sensitivity cannot be met, additional grounding short-circuit protection should be installed. Due to the difficulty in judging sensitivity and the need for control investment, most have not installed zero-sequence protection. After operation, there have been fault phenomena such as single-phase grounding of feeders or motors below the secondary bus, and the zero-sequence protection of the primary bus feeders tripping out of level.

    According to Article 2 of 8.2.3 and Article 2 of 8.7.1 of DL5153-2014 Technical Regulations for Design of Auxiliary Power Supply in Large Thermal Power Plants, low-voltage feeders and motors below 100KW are protected by phase-to-phase short circuit protection which also serves as grounding protection.
